Elizabeth is Vice President and co-owner of Phillips Energy, upper Tidewater’s premier full-service provider of heating oil, on- and off-road diesel, gasoline, propane, and lubricants. She joined the Phillips Energy family business in 1994 after graduating from Virginia Wesleyan College and currently oversees the company’s financial and administrative operations, leads new product development for the propane appliance division and coordinates philanthropic efforts. A recognized industry leader, Elizabeth has served as president, treasurer and secretary of the Virginia Propane Gas Association, as well as president of the Virginia Propane Research & Education Foundation. She and husband Hugh reside in York County, Virginia.

​Kathryn is Vice President of Client Services for ManpowerGroup Talent Solutions RPO where she leads talent acquisition programs for a variety of Fortune 500 companies in the technology and communications industry as well as executive search.  Kathryn’s expertise has provided her with opportunities to design workforce solutions for national and global organizations. Kathryn also serves as co-executive sponsor of ManpowerGroup’s ACE Business Resource Group whose mission is to foster opportunities and increase awareness for women in the workplace. 

Kathryn has been an active rescue pet owner since childhood when she was actively involved in the 4-H horse club and previously served as event committee chair on the board for the Greater West Point YMCA. She proudly joined the board of GMHS in December 2023. 

Kathryn is an alumna of Christopher Newport University, where she received her B.S. in Business Administration with an emphasis in Marketing. She lives in Gloucester with her husband Ashley, two rescue poodles, Annie and King, and their lab/blue tick hound mix, Douglas.

​Retired from the Department of Defense Office of the Inspector General since 2012 after a 33-year career, Scott joined the GMHS Board in 2014. Upon relocating to Mathews County with his wife Alice, he was with the Inspector General, Yorktown Field Office, Health Care Division, Readiness and Operations Support since 1990; he started his Federal career with the U.S. Army Audit Agency in 1979 and was Managing Auditor of the Army Training and Doctrine Command Field Office. Scott received a BS in Accounting from the University of Richmond in 1979. He enjoys fishing, tennis, and riding his Paso Fino horses. He and his wife, Alice, have three dogs who like to join them on camping trips.

Jim grew up in central North Carolina. He attended East Carolina University majoring in math and graduated from Southern Illinois University- Carbondale with a BS in Industrial Engineering, also earning a Master’s in Public Administration from Golden Gate University.

After retiring from the U.S. Air Force,  Jim and his wife Susan settled first in York County. Jim spent the next 26 years working in facilities management and engineering with Federal Electric Corporation, Gloucester County Public Schools, and Ameresco, Inc. an energy
services company based in Framingham, MA, retiring in 2013. Jim and Susan moved to Gloucester County in 1994 and have supported GMHS ever since.

​Jim and Susan are cat people and always have one, two or three to keep them company. He spent ten years on the Gloucester Housing Partnership Board, serving as president for three years. He was a member of the Gloucester Point Rotary and its Rotary Foundation for over twenty years and also served on the Ware Academy Board for three years.

Sally’s love of animals comes from growing up on a dairy farm in Indiana.  Along with the cows her family raised pigs, Quarter Horses, and a few dozen dogs and barn cats.  She spent every weekend during the spring and summer showing her horses in Western Pleasure, Barrel Racing, and Pole Bending. 

Sally is a retired Executive Director of Dream Catchers of Williamsburg where she and her husband were instrumental in bringing the riding center to its current location in Toano, Virginia. 

Sally has volunteered for several organizations over the years and is proud to be joining the GMHS Board.

Sally and her husband Mike are happily sharing their life with their fourth Jack Russell Terrier rescue Lily.

Steve has been involved in the development of innovative therapeutic medicines for nearly 30 years in academia and in start-up biopharmaceutical companies. His work passion is developing medicines for rare diseases and is currently co-founder, CEO and/ or board member for three companies developing genetic therapies for rare neurodevelopment disorders in children. Originally from Wales, UK, Steve with his wife Linda moved to Mathews County in 2022
after living and working in the San Francisco Bay Area, California for over 25 years. His compassion for animal welfare led him to GMHS and he is thrilled to have the opportunity to apply his operational and strategic planning backgrounds to the current and future needs of the organization. Steve received his PhD degree from Cardiff University, UK. Linda and Steve live on the North River with their two Portuguese water dogs, Owen and Morgan.

Kacki is a Board Certified Nurse Practitioner at Direct Access Internal Medicine (DAIM). She received her Bachelor’s degree from the MCV School of Nursing in 1995 and began her career as a Registered Nurse in the ICU at Riverside Walter Reed Hospital, later becoming a Nursing Supervisor. In 2001, she returned to MCV where she completed her Master’s degree in Nursing. Her first position as a Nurse Practitioner was with Internal Medicine Associates of Gloucester before accepting the Hospitalist Nurse Practitioner position at Walter Reed Hospital. Born and raised in King and Queen County, Kacki continues to serve the Middle Peninsula both at DAIM and as a hospitalist Nurse Practitioner at Riverside Walter Reed. She enjoys, more than anything, working with her patients – many of whom she has known for most of her life.

Ralph is president of Landmark Management Corporation, a leading property management firm based in Gloucester, VA.

John is co-owner and President of Phillips Energy, Inc. and JCB Transport, Inc. Both companies are based in Gloucester and serve the Greater Hampton Roads area. John and his sister, Elizabeth McCormick assumed ownership of the family business in 1994. John serves on a variety of community boards and volunteer organizations and has served on the GMHS Board previously. He is a Class A Licensed Contractor in the Commonwealth of Virginia, was educated at Virginia Wesleyan College in Norfolk, is married to wife, Tina and has one son, Chase. John and his family are proud owners of Marley.

Dick and his wife, Jeannie moved to the Middle Peninsula in 1977. Jeannie became a GMHS volunteer in 1981. Dick’s involvement increased in 2010
following retirement. He practiced gastroenterology and was a founding member of Internal Medicine Associates of Gloucester. Following retirement he has served as volunteer and board member for Gloucester-Mathews Humane Society, volunteer physician at the Gloucester-Mathews Care Clinic, and board member at Riverside Walter Reed Hospital where he served as president. He had also served the residents of Tangier Island as a visiting physician for several years. Jeannie and he have 3 wonder dogs, Teddy, Evie, and Miller, all GMHS alumni. Dick is a multi-term past president of the GMHS board of directors.
