​Kathryn is Vice President of Client Services for ManpowerGroup Talent Solutions RPO where she leads talent acquisition programs for a variety of Fortune 500 companies in the technology and communications industry as well as executive search.  Kathryn’s expertise has provided her with opportunities to design workforce solutions for national and global organizations. Kathryn also serves as co-executive sponsor of ManpowerGroup’s ACE Business Resource Group whose mission is to foster opportunities and increase awareness for women in the workplace. 

Kathryn has been an active rescue pet owner since childhood when she was actively involved in the 4-H horse club and previously served as event committee chair on the board for the Greater West Point YMCA. She proudly joined the board of GMHS in December 2023. 

Kathryn is an alumna of Christopher Newport University, where she received her B.S. in Business Administration with an emphasis in Marketing. She lives in Gloucester with her husband Ashley, two rescue poodles, Annie and King, and their lab/blue tick hound mix, Douglas.

Vicki received her MBA from Michigan State University with a concentration in finance. She worked as an investment manager in banking and corporate finance for a number of years and eventually retired as Treasurer of Freddie Mac in McLean VA. While there she managed the banking relationships, non-mortgage investments, and short and long term borrowing activities.

Vicki has always felt that animals make our lives richer and fuller. Growing up her family has always included dogs, and she spent her summers in high school and college working on a farm caring for animals. For many years she has been an active volunteer and board member for several non-profit organizations in Gloucester County, and currently serves on the board of the Gloucester Mathews Humane Society. Over the years Vicki and her husband Bob have shared their lives with many senior rescues, and currently reside in Gloucester Point with their two dogs, Charlie and Jemma.

Kacki is a Board Certified Nurse Practitioner at Direct Access Internal Medicine (DAIM). She received her Bachelor’s degree from the MCV School of Nursing in 1995 and began her career as a Registered Nurse in the ICU at Riverside Walter Reed Hospital, later becoming a Nursing Supervisor. In 2001, she returned to MCV where she completed her Master’s degree in Nursing. Her first position as a Nurse Practitioner was with Internal Medicine Associates of Gloucester before accepting the Hospitalist Nurse Practitioner position at Walter Reed Hospital. Born and raised in King and Queen County, Kacki continues to serve the Middle Peninsula both at DAIM and as a hospitalist Nurse Practitioner at Riverside Walter Reed. She enjoys, more than anything, working with her patients – many of whom she has known for most of her life.

Elizabeth is Vice President and co-owner of Phillips Energy, upper Tidewater’s premier full-service provider of heating oil, on- and off-road diesel, gasoline, propane, and lubricants. She joined the Phillips Energy family business in 1994 after graduating from Virginia Wesleyan College and currently oversees the company’s financial and administrative operations, leads new product development for the propane appliance division and coordinates philanthropic efforts. A recognized industry leader, Elizabeth has served as president, treasurer and secretary of the Virginia Propane Gas Association, as well as president of the Virginia Propane Research & Education Foundation. She and husband Hugh reside in York County, Virginia.

Debbie is truly a citizen of the world, given her extensive travels in the US and internationally, including living in India and Bolivia.  On all these journeys, she’s always had animals by her side!

With a BS in economics and math from SUNY Binghamton and a Masters in Operations Research from The George Washington University, Debbie held numerous positions in her 30plus year career at The World Bank in Washington DC.  Among these included heading The Bank’s office in Bolivia and coordinating the country programs in Nepal, Sri Lanka, Cambodia, Laos, Thailand, Malaysia and Myanmar spending much time in all these countries.  

Retiring in 2011, Debbie, her husband Jeff and their four giant schnauzers moved to Gloucester. Following the loss of her husband—who was the greatest of animal lovers—Debbie has devoted her life to animal causes.  She’s supported GMHS in many ways—donating, volunteering and fostering—and GMHS has become her family along with her pups Belle and Molly. She’s also a proud volunteer with The Friends of Gloucester County Animal Control walking pound dogs twice a week and supporting their mission.

Sally’s love of animals comes from growing up on a dairy farm in Indiana.  Along with the cows her family raised pigs, Quarter Horses, and a few dozen dogs and barn cats.  She spent every weekend during the spring and summer showing her horses in Western Pleasure, Barrel Racing, and Pole Bending. 

Sally is a retired Executive Director of Dream Catchers of Williamsburg where she and her husband were instrumental in bringing the riding center to its current location in Toano, Virginia. 

Sally has volunteered for several organizations over the years and is proud to be joining the GMHS Board.

Sally and her husband Mike are happily sharing their life with their fourth Jack Russell Terrier rescue Lily.

Steve has been involved in the development of innovative therapeutic medicines for nearly 30 years in academia and in start-up biopharmaceutical companies. His work passion is developing medicines for rare diseases and is currently co-founder, CEO and/ or board member for three companies developing genetic therapies for rare neurodevelopment disorders in children. Originally from Wales, UK, Steve with his wife Linda moved to Mathews County in 2022
after living and working in the San Francisco Bay Area, California for over 25 years. His compassion for animal welfare led him to GMHS and he is thrilled to have the opportunity to apply his operational and strategic planning backgrounds to the current and future needs of the organization. Steve received his PhD degree from Cardiff University, UK. Linda and Steve live on the North River with their two Portuguese water dogs, Owen and Morgan.

​Retired from the Department of Defense Office of the Inspector General since 2012 after a 33-year career, Scott joined the GMHS Board in 2014. Upon relocating to Mathews County with his wife Alice, he was with the Inspector General, Yorktown Field Office, Health Care Division, Readiness and Operations Support since 1990; he started his Federal career with the U.S. Army Audit Agency in 1979 and was Managing Auditor of the Army Training and Doctrine Command Field Office. Scott received a BS in Accounting from the University of Richmond in 1979. He enjoys fishing, tennis, and riding his Paso Fino horses. He and his wife, Alice, have three dogs who like to join them on camping trips.
